Based on the US Census Vintage data estimates, in 2018, among all Pennsylvania counties, Philadelphia County had the highest percentage of its population who identified their ethnicity as Non-Hispanic Black or African American (40.7%), followed by Delaware County (21.61%), and Forest County (20.39%).
