Based on the US Census Vintage data estimates, in 2016, among all Pennsylvania counties, Philadelphia County had the highest percentage of its population who identified their ethnicity as Non-Hispanic Black or African American (41.3%), followed by Delaware County (20.97%), and Forest County (19.65%).
