Based on the US Census Vintage data estimates, in 2012, among all Pennsylvania counties, Philadelphia County had the highest percentage of its population who identified their ethnicity as Non-Hispanic Black or African American (42.04%), followed by Delaware County (20.01%), and Forest County (18.57%).
