Based on the US Census Vintage data estimates, in 2013, among all Pennsylvania counties, Philadelphia County had the highest percentage of its population who identified their ethnicity as Non-Hispanic Black or African American (41.9%), followed by Delaware County (20.33%), and Forest County (18.44%).
