Based on the US Census Vintage data estimates, in 2010, among all Pennsylvania counties, Philadelphia County had the highest percentage of its population who identified their ethnicity as Non-Hispanic Black or African American (42.34%), followed by Delaware County (19.47%), and Forest County (17.89%).
