Based on the US Census Vintage data estimates, in 2017, among all Ohio counties, Cuyahoga County had the highest percentage of its population who identified their ethnicity as Non-Hispanic Black or African American (29.63%), followed by Hamilton County (26.1%), and Franklin County (22.72%).
