Goochland County had the highest net migration rate per 1,000 population (37.99), followed by New Kent County (36.68), and Louisa County (27.91). On the other hand, Emporia city had the lowest net migration rate per 1,000 population (-11.4), followed by Charlottesville city (-10.15), and Harrisonburg city (-9.42).
