Goochland County had the highest net domestic migration rate (37.77) followed by New Kent County (36.46), and Louisa County (25.75). On the other hand, Harrisonburg city had the lowest net domestic migration rate (-23.27), followed by Charlottesville city (-19.33), and Manassas city (-16.35).
