Based on the US Census Vintage data estimates, in 2019, among all Virginia counties, Petersburg city had the highest percentage of its population who identified their ethnicity as Non-Hispanic Black or African American (76.09%), followed by Emporia city (63.97%), and Greensville County (59.73%).
