Based on the US Census Vintage data estimates, in 2011, among all Virginia counties, Petersburg city had the highest percentage of its population who identified their ethnicity as Non-Hispanic Black or African American (78.21%), followed by Emporia city (63.02%), and Greensville County (59.58%).
