According to the US Census Bureau estimates, in 2023, the net migration for Pennsylvania was 46,305. Chester County had the highest net migration (6,756) followed by Montgomery County (5,624), and York County (4,463). On the other hand, Philadelphia County had the lowest net migration (-11,481), followed by Allegheny County (-1,457), and Union County (-483).

Net migration for a county refers to the difference between the number of migrants, both domestic and international, moving to the county and those leaving the county. Or to put it simply, the net migration for a given county is the inbound migration minus the outbound migration for that county.
