Based on the US Census Vintage data estimates, in 2011, among all Virginia counties, Newport News city had the highest percentage of its population who identified their ethnicity as Hispanic Black or African American (1.7%), followed by Manassas Park city (1.55%), and Norfolk city (1.46%).
