Athens County had the highest net migration rate per 1,000 population (33.27), followed by Union County (24.28), and Delaware County (22.46). On the other hand, Madison County had the lowest net migration rate per 1,000 population (-18.44), followed by Holmes County (-8.65), and Marion County (-7.48).
