Athens County had the highest net domestic migration rate (25.86) followed by Pickaway County (22.09), and Union County (22.08). On the other hand, Madison County had the lowest net domestic migration rate (-20.08), followed by Holmes County (-8.86), and Cuyahoga County (-8.51).
