Benton County had the highest net migration rate per 1,000 population (23.77), followed by Conway County (19.65), and Fulton County (19.31). On the other hand, Phillips County had the lowest net migration rate per 1,000 population (-19.56), followed by Woodruff County (-16.68), and Mississippi County (-13.58).
