York County had the highest net domestic migration (2,711) followed by Cumberland County (2,518), and Montgomery County (1,137). On the other hand, Philadelphia County had the lowest net domestic migration (-15,332), followed by Allegheny County (-5,192), and Delaware County (-2,034).
