313.15(a)(1)
On 8/26/2026 at approximately 1:57 PM while verifying HATS category IV while performing Anti mortem and Humane Handling duties IPP observed the following non-compliance. IPP observed as establishment supervisor REDACTED attempted to stun a hog in fatigue pen 3 with a handheld captive bolt stunner. The handheld captive bolt stunner discharged and the hog was left fully conscious, standing on all 4 feet, breathing rhythmically and fully aware of its surroundings by tracking movement. Mr. REDACTED calmly and immediately re-positioned and performed a re-stun on the hog with a backup handheld captive bolt stunner. The second stun was effective, and the hog was immediately rendered unconscious. IPP was informed by Mr. REDACTED that the first attempt did not fully penetrate and might have been due to bad ammo. IPP tagged the affected hog with retain tag B-46588168 and requested USDA management. Upon IPP observing the head 2 over lapping stun wounds forming an ovel was observed. USDA PHV Dr. REDACTED and SCSI REDACTED were notified of IPPs observations. IPP informed supervisor REDACTED of the non-compliance and following non-compliance record. Animal handling specialist REDACTED immediately provided verbal corrective actions and preventive measures.After discussion with USDA management the retain tag was removed from the affected carcass and released back to the establishment. The establishment failed to meet the regulatory requirements of 9 CFR 313.15(a)(1)
