Non-Compliance Description:

On 2/21/25, at approximately 1140 hours, while performing HATS category IV handling during antemortem, CSI REDACTED observed a steer with its back right leg caught between a side shield and concrete pillar in pen #32 of the establishments barn. CSI REDACTED took immediate regulatory control by stopping the barn personnel from moving cattle from the pen. After the barn employees were made aware of the situation, they immediately removed the steers leg from the gap by pushing it back down and through the bigger gap at the bottom of the side shield and pillar. The steer had a minor cut to the leg and had minimal bleeding. The steer did not vocalize at any point during the event. After the steer was freed from the gap the pen was emptied out and the animals were sent to the line and the steer appeared to walk normal. CSI REDACTED affixed U.S Reject tag # B-46538390 to pen #32 and requested barn foreperson REDACTED to the area. Foreperson REDACTED was notified of the observation and noncompliance with 9CFR 313.1(a) Livestock pens, driveways and ramps shall be maintained in good repair. They shall be free from sharp or protruding objects which may, in the opinion of the inspector, cause injury or pain to the animals. Loose boards, splintered or broken planking, and unnecessary openings where the head, feet, or legs of an animal may be injured shall be repaired. The immediate corrective actions given by foreperson REDACTED was maintenance would be removing part of the shield to give enough room to prevent a leg from getting stuck again. At approximately 1350 hours after the corrective actions and preventative measures were performed, CSI REDACTED released pen#32 to the establishment for use.
