313.16(a)(1)
I, CSI REDACTED, along with SPHV REDACTED, at approximately 08:50 am on 05/28/2025 was observing stunning (HATS Category VIII) at Caledonia Packing EST-M46200. I observed an ineffective stunning attempt on a very large market hog. The hog was free-standing in the cattle chute with some limited side to side movement. After the first stunning attempt by Mr. REDACTED with a 20-gauge shotgun, I observed that the animal remained standing, was vocalizing, and had controlled head movements as it looked around. The owner immediately reloaded the shotgun and rendered the hog unconscious with a second shot. Observation of the head by myself and SPHV REDACTED revealed two holes, one lower between the eyes and one higher up on the forehead in the target area. The lower hole did not penetrate the brain cavity, only the sinuses. The floor supervisor and owner REDACTED were notified that an NR would be issued for the non-compliance and failure to meet the regulatory requirements prescribed in 9 CFR 313.16(a)(1).
