HATS Category III: Water and Feed Availability On 10-27-23, IPP performed an afterhours humane handling inspection procedure as supervisory instructed per FSIS Directive 6900.2 Revision 3 to verify adequate conditions for held over livestock at the facility. At 0745 hours, IPP arrived at the establishment. IPP observed 2 beef cows in a holding pen that were observed at 8am upon IPP arrival on 10-26-23 and therefore were held overnight. IPP observed water was provided in a trough for the animals, however, IPP observed no feed or remnants of feed in the holding pen. IPP observed a pile of feed stored on the outside area of the pens, but animals had no access to it as required by 9 CFR. 313.2 (e). IPP verbally notified the establishment employees who were available onsite. No regulatory control action was taken due to direct observation of establishment employees providing feed to the two cattle. The Denver District Management Team was notified through supervisory channels. There have been no non-compliance records (NR’s) documented for similar root cause since the establishment was placed into abeyance on 9-5-2023 for a humane handling suspension. This establishment does not operate under a Robust Systematic Approach to the Humane Handling of Livestock. The establishment owner was verbally notified of the forthcoming NR upon his arrival.

HATS Category IV: Ante-mortem Inspection On 10-27-23 at approximately 0820 hours, IPP performed ante-mortem inspection on 2 beef cows in a holding pen. As the plant employee moved the first cow down the aisleway through the chute and into the stun box, IPP observed a non-compliance with 9 CFR. 313.1(a). The concrete flooring between the newly fabricated metal rails of the chute (between the alleyway and stun box) had multiple large deep holes of broken, jagged concrete; a 2 by 10-inch wood plank and a 2-inch metal pipe laying on the ground in the chute which the animals had to step over. IPP verbally notified plant personnel and stated that the chute was out of compliance and needed to be repaired before more animals were to be driven through it. The Denver District Management Team was notified through supervisory channels. There have been no non-compliance records (NR’s) documented for similar root cause since the establishment was placed into abeyance on 9-5-2023 for a humane handling suspension.
