HATS Category VII- Observation for Slips & Falls On 08-03-2023 at approximately 09:40 hours the following noncompliance was observed by Inspection (CSI REDACTED) while performing the Livestock Humane Handling task at Est. M8609. Inspection observed 2 cattle slipping and falling in the pens prior to entering the knockbox. The aforementioned pens had an excessive amount of wet manure and debris on the floor which caused the cattle to slip and fall on their rear. The cattle were able to rise and continue on to the knockbox with minimal assistance from Establishment personnel and after further observance the livestock did not appear to be injured. Establishment personnel REDACTED (Owner) and REDACTED (Slaughter Lead) were notified immediately. This finding is a violation of 9CFR 313.1(b). No Regulatory Control Action was taken because REDACTED immediately took action by placing small “gravel like” material through out the pens to prevent any further slipping.

On February 14th, 2023, at 07:15 AM, I found the following Non-Compliance while performing Humane Handling Task at Establishment #8609. 2 hogs that where in a separate area closed off did not have access to water or a water bucket available to them. This is a Non-Compliance with CFR 9 313.2(2)(e). I notified REDACTED, and REDACTED the HACCP via email.

HATS Category III-Water and Feed Availability On 10-04-2022 at approximately 0710 hours the following Humane Handling Non-Compliance was observed by USDA Inspector REDACTED. While performing Ante Mortem, Inspection discovered that the first outside pen (labeled for U.S. Suspect) housed approximately 4 cattle with no water in the pen. Also, Inspection found that the 2nd pen outside contained 3 cattle that did not have water in that pen either. Plant Manager REDACTED, REDACTED and REDACTED were all notified of this finding. Plant management had a plant employee make sure there was water in all pens. This issue was the subject of previous NRs (APB2607090729N/1) dated 09-28-2022 and (APB4913060030N/1) dated 06-30-2022 for the same cause. This finding represents the Establishments Non-compliance with 9CFR 313.2(e).
