Non-Compliance Description:

On 2/21/23 at approximately 1:25PM, I CSI REDACTED while performing HATS task on category #8: stunning effectiveness, I observed a slaughter employee REDACTED at West Texas Meats, attempt to stun a black and white face steer failing to render the animal unconscious with a single gunshot. I visually observed eye tracking movements, rhythmic breathing and the animal was still standing. Slaughter employee had to reload gun, got animal in position for a second attempt and successfully rendered the animal unconscious. The establishment failed to comply with 9CFR 313.16(a)(1): Immediate unconsciousness (gunshot). I informed Owner REDACTED of the non-compliance and he stated he will go over systematic approach of Humane Handling with plant employee. U.S Reject Tag B-45 875023 was applied to the knock box.
