313.16(a)(1)
On Friday, July 28, 2023, at approximately 0723 IPP was verifying HATS Category VIII (Stunning Effectiveness) on the harvest floor and observed the following noncompliance. IPP was standing immediately outside of the harvest floor in a space protected from stunning projectiles, while the application of the stun on the first beef of the day was applied by the establishment stunner operator. After hearing the gun shot from the 12-gauge shotgun, IPP opened the door leading to harvest and observed the steer was standing upright and fully conscious, vocalizing, and fully aware of its surroundings. The employee reloaded the shotgun, and immediately applied the second stun. The second stun was effective, and the beef immediately fell unconscious. The harvest chute was tagged with US Reject tag NO. B-45869983. Upon inspection of the head there was one large hole approximately (3 to 4 inches above a line drawn between the eyes on the midline of the skull). After correlation with the district office, Plant Owner/Operator REDACTED was informed that the incident was a non-compliance and made aware of the forthcoming non-compliance record. IPP removed the Reject tag and slaughter resumed. The was a noncompliance with 9 CFR 313.16(a)(1)
