At approximately 0950 hours on 07/12/2021 while observing Hats Category 8, Stunning Effectiveness, I observed six hogs standing up on the shackle belt in a partially sedated state. These hogs had come out the stunner and been carried by the belt approximately ten feet prior to point prior to the point where they were observed to be standing. These hogs were slowly staggering back towards the stunners. Observing no one working to captive bolt stun these hogs, I instructed the shacklers to stun them. At that time the conscious hogs were effectively captive bolt stunned, each on the first attempt. I then observed one more hog on the far end of the belt standing and walking, nearing the edge. I instructed someone to stun that hog and informed General Foreman REDACTED to shut down the stunners. No other hogs that were on the belt demonstrated any signs of consciousness. The center drive alley was then retained with USDA Retained Tag B37244901. Stockyards Superintendent REDACTED, Harvest Superintendent REDACTED and Operations Manager REDACTED came to my office and I informed them of the egregious non-compliance. I informed Mr. REDACTED that he would be receiving a call from the Dallas District Office. I also informed Mr. REDACTED that the hogs in that were in the stunners at the time of the event could be put into production following proper stunning procedures.
