Non-Compliance Description:

On 05/18/2021, while performing Livestock Ante-Mortem Humane Handling Inspection Verification Task, CSI REDACTED observed a noncompliance: At approximately 0800 hours, CSI REDACTED observed that the right rear leg of the sheep got caught in the opening gap of the fence. The wire fencing on top of the concrete cement border was broken and the sheep’s leg was stuck between the concrete border of approximately 1’ foot high and the metal wire fence. Furthermore, along the edges of the wire fence were several protruding inwards and sharp metal wires of up to an inch in length. These sharp poking wires are hazards that can cause injury to the livestock. CSI REDACTED alerted the slaughter plant employees of the issue. Plant took an immediate corrective action and placed a secure temporary piece of wood wall panel and bended outwards all hazard protruding wires. Additionally, at approximately 1430 hours, while performing USDA antemortem of the 25 sheep, CSI REDACTED observed that the water plastic container inside the pen was bone dried empty so, the 25 sheep had no access to water. CSI REDACTED notified the plant employee of the issue. Plant slaughter employee took corrective action by filing the container with water. CSI REDACTED notified plants slaughter personnel of the noncompliance. An immediate corrective action by turning on the water supply line was implemented by the plant thus no tag was utilized. Plant Manager/Owner Hugo Sanchez was verbally notified of the noncompliance and the forthcoming NR. The plant is in noncompliance with 9 CFR 313.1 and 9 CFR 313.2(e).
