VEHICLE DESCRIPTION: VAN TRAILERS. THESE TRAILERS DO NOT COMPLY WITH REQUIREMENTS OF FMVSS NO. 223, "REAR IMPACT GUARDS." THE REAR IMPACT GUARDS SHOULD BE REINFORCED TO IMPROVE THEIR PERFORMANCE IN COLLISIONS.
