STEEL USED IN MANUFACTURING ROCKER BEAMS AND SLIDER SUB-FRAMES FOR THE INVOLVED TRAILERS MAY HAVE BEEN OF SUB-STANDARD QUALITY. THESE PARTS COULD BECOME BRITTLE AND FRACTURE, ESPECIALLY IN COLD WEATHER.
