SHIELD OVER THE GOVERNOR FLYWEIGHTS MAY DETATCH FROM CARRIER AND INTERFERE WITH MOVEMENT OF THE WEIGHTS AND GOVERNOR LINKAGE. THE VEHICLE OPERATOR MAY NOT BE ABLE TO SHIFT INTO GEAR SELECTED OR TO PREVENT ENGINE OVER-SPEED.
